Sc , electronic configuration $=1 \mathrm{~s}^2 2 \mathrm{~s}^2 2 \mathrm{p}^6 3 \mathrm{~s}^2 3 \mathrm{p}^{\circ} 4 \mathrm{~s}^2$ $3 \mathrm{~d}^1$ to form the oxide Sc have to remove 20 electrons from its d and s-orbital. It form a very unstable configuration. Sc will show +3 oxidation state and make inert gas configuration and does not form oxide.
