In ionic polymerisation ions/ion pairs have ends with ionic center $\left(\mathrm{C}_6 \mathrm{H}_5 \mathrm{CO}\right)_2 \mathrm{O}_2$ is a covalent compound and will not give any ionic center for chain initiation, thus can not be used as an initiator in ionic polymerisation.
