$\mathrm{SO}_3^{2-}$ has $\mathrm{p} \pi-\mathrm{d} \pi$ bonding. $\pi$ backbonding, is a concept in which electrons move from an atomic orbital on one atom to an appropriate symmetry antibonding orbital on $a \pi$-acceptor ligand. $\Rightarrow N, B$ and $C$ do not have $d$-subshell in valence shell.
