Solution

hydroxylamine $\left(\mathrm{NH}_{2} \mathrm{OH}ight.$ ) doesn't give a positive test for $\mathrm{N}$ since it does not contain $\mathrm{C}$. So $\mathrm{CN}^{\ominus}$ ion is not obtained which is an essential condition for the test for $\mathrm{N}$.
