Tertiary carbocations are stable due to $+\mathrm{I}$ effect of alkyl groups and hyperconjugation. Tertiary carbocation has greater number of alpha $\mathrm{H}$ in comparison to secondary carbocation. This increases hyperconjugation which results to its greater stability.
