ScCl3 has the Sc3+. It has the d0 configuration. It has all paired electrons. So, it has no colour.

CuCl2 has the Cu2+. It has the d9 configuration. So, it has the unpaired electron. So, it can show the colour due to d-d transition by the unpaired electron. So, it is coloured compound.

TiCl4 has the Ti4+. It has the d0 configuration. It has all paired electrons. So, it has no colour.

Hence, the CuCl2 is coloured.
