Water does not wet an oily glass because

The force of attraction between the same molecules is cohesive force and the force of attraction between different molecules is known as adhesive force.

Since water bubble forms an obtuse angle with an oily surface, thus we can say that water-water molecules has strong attracting force than water-oil molecules.

Hence, Cohesive force of water is greater than adhesive force between water and oil molecules.
