Solution

Let total voters = x, so votes cast = 0.8x. X got 56% and Y got 44% of the cast votes, so X won by (56 - 44)% = 12% of cast votes. Thus $0.12 \times 0.8x = 1440$, giving $x = 1440/0.096 = 15000$.
