We know, Angular momentum of an electron in particular orbital will be $=\sqrt{l(l+1)} \frac{h}{2 \pi}$ If angular momentum $=0$ then, $l(l+l)=0$ So, $l$ must be equal to zero $s$-orbital has $l=0$ $\therefore 3 s$ is correct answer.
