v=volume of sphere of radius r

dvdt=30 cc/min

ddt43π r3=30

s=surface area of balloon 

s=4π r2

⇒rate of change of surface area of the balloon=dsdt

dsdt=ddt4π r2

dsdt=8πrdrdt

dsdt=8πr304π r2     from eq. 1

dsdt=60r

dsdt=606=10 cm2/min
