(I) A neutral structure, which has complete octet is most stable resonating structure.
Since, more electronegative atom consist negative charge. Hence, (II) is more stable as compared to (III). $\therefore$ Stability order $\rightarrow$ III $ < $ II $ < $ I Hence, option (a) is correct.
