Solution

Post the 2002 amendment, the NEC comprises the Governors and Chief Ministers of the constituent states (Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and, since 2002, Sikkim) and three Members nominated by the President. The Union Home Minister became ex-officio Chairman by an executive order of 2018 but was not included in the original 2002 amendment.
