Solution

Let the equation of the required circle be $x^2+y^2+2 g x+2 f y-C=0$ from (iii) + (iv) $9 g=-27 \Rightarrow g=-3$ then $f=1$ and $c=5$ So, the required equation is $x^2+y^2-6 x+2 y+5=0$
