We know that a general equation of second degree

ax2+ 2hxy+ by2 + 2gx + 2fy + c = 0  ...1

represents a pair of straight line if

ahghbfgfc=0 and h2>0,

And 1 represents a pair of parallel lines, if 

f·g0, bg2=af2=kabc for a>0 and kabc for a<0.

We have the equation

8x2-24xy+18y2-6x+9y-5=0  ...2
Here, the value 8-12-3-121892-392-5=818×-5-92×92+12-12×-5+3×92-3-12×92--3×18

=8-90-814+1260+272-3-54+54=0.

Also, as,  we have

 a=8>0, so

 18×32=8×922 which is 8×18×-5

As, equation 2 satisfies all the above mentioned conditions, hence, it represents a pair of parallel lines.
