The formula of capacitance is C1=ε0Ad

The dielectric constant of metal sheet is Kmetal=

The new value of capacitance is 

C2=ε0Ad-t+tKmetal=ε0Ad-2d3+0=3C1

Clearly, the ratio,

C2C1=3C1C1=3:1
