Solution

at 2 Carbon

 

 Rotation is clockwise, but lowest priority group is on horizontal line so configuration will be $\mathrm{S}$

at 3 Carbon
 

Rotation is anticlockwise and lowest priority group is on horizontal line so, configuration will be $\mathrm{R}$

∴ Configuration is $2\mathrm{S}, 3\mathrm{R}$.
