Given here, 

Moment of inertia of a disc of mass M and radius 'R' about any of its diameter is MR24

Moment of inertia of disc about centre is Icm=MR24+MR24=MR22

Using parallel axis theorem, we can write

I=Icm+Md2

=MR22+MR2

=32MR2

Hence, the value of x=3.
