For the circuit(a), Z=R=40 Ω. Hence,

Irms=22040=5.5 A

XL=2πfL=2π×50×50×10-3=15.7 Ω and XC=12πfC=12π×50×0.5×10-6=6369 Ω

For the circuit(b), Z=R2+XL-XC2>40 Ω as

XL is not equal to XC. So rms current in (b) can never be larger than (a)
