Solution

The dehydration of alcohol takes place via the formation of a carbocation. Hence, the rate of reaction depends on the stability of carbocation.

No dehydration is possible in phenol because carbocation formation is difficult in case of phenol.

Option (d) fast due to loss of H2O and conjugation increasing stable of compound as compared to (c). Option(b) is very fast because stable compound formed.
