Solution

The impermeable and hard seed coat, presence of para-ascorbic acid and phenolic acids, presence of chemical inhibitors such
as abscisic acids and reduced water availability causes seed dormancy. 

Effect of inhibitory substances can be removed by subjecting the seeds to chilling conditions or by application of certain chemicals like nitrates and gibberellic acid.
