Solution

In (I) the unshared pair of electrons on $\mathrm{N}$ always available for protonation in (III) due to presence of electronegative $\mathrm{O}$ atom the electron density on $\mathrm{N}$ is decreased. In (IV) resonance suppresses the basic character.
