Strength of hydrogen bonding depends on the electronegativity of atom. In $\mathrm{H}_2 \mathrm{O}_2$, number of donor atoms for hydrogen bonding is more as compared to $\mathrm{H}_2 \mathrm{O}$. $\mathrm{H}_2 \mathrm{O}$ has more donor atoms than $\mathrm{HF}$ for hydrogen bonding. So, the correct order of strength of hydrogen bonding is $ \mathrm{H}_2 \mathrm{O}_2>\mathrm{H}_2 \mathrm{O}>\mathrm{HF}>\mathrm{H}_2 \mathrm{~S} $
