The reduction potential of $\mathrm{Mn}^{3+} / \mathrm{Mn}^{2+}$ is most positive, because of stability of the half-filled $d$-subshell in $\mathrm{Mn}^{2+}$. The $\mathrm{V}^{2+}$ has lowest value due to the stability of $\mathrm{V}^{2+}$ as it is half-filled.
