Section 33(7) of the Representation of the People Act, 1951 (amended 1996) restricts a candidate from contesting from more than two constituencies (Statement 1 incorrect). Devi Lal contested from three Lok Sabha seats in 1991 (Statement 2 correct). The cost of bye-election is not borne by the candidate's party under existing rules (Statement 3 incorrect).
