In Castner - Kellner cell, Reaction at anode is $ \mathrm{Cl}^{-} \longrightarrow \frac{1}{2} \mathrm{Cl}_2+e^{-} $ Reaction cathode is $ \begin{aligned} \mathrm{Na}^{+}+e^{-} & \longrightarrow \mathrm{Na} \\ 2 \mathrm{H}_2 \mathrm{O}+2 e^{-} & \longrightarrow 2 \mathrm{OH}^{-}+\mathrm{H}_2 \uparrow \end{aligned} $ Hence, in Castner-Kellner cell $\mathrm{NaOH}$ is produced by $\mathrm{NaCl}$ solution.
