Because of \(+R\) effect of Cl-atom with the ring, \(\mathrm{C}-\mathrm{Cl}\) bond in chlorobenzene gets a double bond character and it becomes shorter and stronger than the \(\mathrm{C}-\mathrm{Cl}\) bond of in methyl chloride \(\left(\mathrm{CH}_3-\mathrm{Cl}\right)\), which does have such effect.
