Solution

We know that amino acids can exist as a zwitter ion form which contains both positive and negative charge and in cationic form it exist in acidic medium because acid furnish H+ which is abstracted by a base (-NH2), while in alkaline medium base is there which is capable of abstracting a proton from the carboxylic acid and so it also exists as anionic form.

Hence, we can conclude that depending on the pH of the solution an optically active amino acid can exit in three forms.

Therefore, Assertion is correct but reason is wrong.
