Reaction I is the haloform reaction. It is a chemical reaction where haloforms $\left({\mathrm{CH}}_3\mathrm{X}\right)$ are produced by the complete halogenation of acetone in the presence of a base. In basic medium, a complete haloform reaction takes place, since the rate of the reaction increases with each $\mathrm{\alpha }-$halogenation.

When acetone is reacted with bromine in acetic acid,  the bromination of ketone occurs. The first step is the protonation of the carbonyl group and the formation of the enol form. The next step is the attack of enol on the bromine. The proton on the carbonyl is then lost to yield bromoacetone.
