Solution
$(p+q)^2 - 4pq = p^2 + 2pq + q^2 - 4pq = (p-q)^2$. This is positive whenever $p \ne q$. Statement I ($pq$) also implies $p\ne q$, so it is positive - II alone suffices. Either statement alone answers the question. Answer (b).
