Solution

Force on each charge, of dipole $F=$ $p E$ $\therefore$ Total force $=$ zero, they are in opposite director $\therefore \vec{P}$ and $\vec{E}$ are parallel to each other $\therefore \quad U=-\vec{P} \cdot \vec{E}$ is minimum.
