Average speed $=\frac{\mathrm{s}}{\frac{\mathrm{s} / 3}{10}+\frac{\mathrm{s} / 3}{20}+\frac{\mathrm{s} / 3}{60}}=\frac{\mathrm{s}}{\mathrm{s} / 18}=18 \mathrm{~km} / \mathrm{h}$ .
